The Higher Education Commission (HEC) of Pakistan has given the proposal of taking measures of helping to increase the employment opportunities for PhDs.
As per the issued statement, HEC acknowledges the difficulties being experienced and faced by the unemployed PhDs. For lifting the hardships, HEC has conducted many deliberations with the representatives of the unemployed PhD graduates and other stakeholders for analysing the difficulties and take steps that would assist in providing additional employment opportunities for PhD graduates.
As per the statement, the Interim Placement of Fresh PhDs (IPFP) programme would be reviewed to strengthen the placement of PhDs in all the HEC recognized educational institutions.
HEC would be starting the capacity building programmes for young PhDs in basic skills which includes the steps to assess and comprehend the capacity building needs.

HEC would be considering to include the R&D organizations and affiliated colleges to open up new placement opportunities.
HEC would be collecting data on the present faculty hiring practices in regard to the employment of contractual, daily paid, permanent and visiting faculty.
The eligibility criteria for international Post-Doctoral Fellowships would also be revised to include both the employed and unemployed PhD graduates once approved by some competent authority.
All the PhDs would be needed to register themselves at the PhD data Bank introduced by the HEC in August 2018 for availing the HEC services within a span of thirty days.
The unregistered PhD scholars would not be considered eligible for the HEC services.
HEC would be examining the PhD Scholars Support Programme for the protection of the livelihood of the PhDs. Under the programme,e the unemployed PhD graduates would be placed at all public educational, administrative and research organizations for a span of twelve months on a monthly package of not more than rupees fifty thousand and would be expected to serve the concerned organizations dutifully.
